Referring to previous correspondence ending with
your Despatch No. 377 of 22nd. of last December, I have the honour to forward copy of a letter dated 21st. March which has been addressed by the Imperial German Consul to the Colonial Secretary
together with the latter's reply.

In the light of your Despatches Nos. 247 of 29th. July, 1911, and 306 of 14th. October, 1911, the answer to the con- -cluding paragraph of the Consul's letter should be in the affirma- -tive. Having regard however to the opinions expressed by the Chief Justice and by the Acting Attorney-General which were forward- -ed in Sir F. D. Lugard's Despatch No. 321 of 8th. September, 1911, and in which the Attorney-General informs me in a minute dated the 26th. March that speaking generally he concurs, I have the honour to enquire what form the reply to the Imperial German Consul should take.
